Utah Nonresident Permit: Fees, Training and Home-State Proof
Check Utah’s current fee, upcoming fee change and home-state permit requirement before applying.
A Utah nonresident permit is worth researching only if it addresses a specific travel need. The BCI application instructions should be your starting point for eligibility, documents and submission. The old $53.25 fee and a blanket state-count promise are not reliable planning information.
Current fee and announced change
As checked September 14, 2026, BCI lists an $87 nonresident initial application fee. Its program notice announces a $90 nonresident initial fee effective October 1, 2026. Confirm the amount applicable when you submit; instructor, fingerprint and photo costs are separate.
Home-state permit proof matters
BCI says a nonresident whose home state recognizes Utah's permit must first obtain a permit from that home state and include a copy. Its instructions use the state that issued your ID to determine residence. The condition does not apply when that state does not recognize Utah's permit. Check this before buying a course or assembling a packet.
Training and documents
The standard permit application is for adults 21 or older; Utah also has a separate provisional category. BCI requires its certified familiarity course and instructor certification on the application, plus the specified identification, photograph and fingerprint card. BCI says live fire is not required for Utah permit certification. That does not mean any online safety video meets the requirement: verify the exact instructor and course with BCI before paying.
Make a packet checklist from the current official form. Compare the name and address across your documents, check the instructor section, and retain a copy of the complete submission. Use the agency's current address and payment instructions rather than a downloaded form of uncertain age.
Recognition and renewal
Research each intended destination, including residence and age restrictions, before deciding that this permit fills a gap. Do not combine headline state counts from different permits; overlapping coverage adds no new destination.
For renewals, use Utah's official renewal route. It includes a required safety video and, where applicable, a copy of the home-state permit. A renewal service advertised by another website is not the state agency.
Compare Utah with the New Hampshire application process only after identifying your destination requirements. They are separate permits and services.
