Visiting Virginia With an Out-of-State Permit: Check the Date and Route

Separate current visitor recognition, the July 2027 rule change and Virginia application routes before buying another permit.

Before buying another permit for a Virginia trip, distinguish recognition of a permit you already hold from an application for a new Virginia permit. Then check the date of travel. A search result can show a future version of a law alongside the version that applies today.

First check the effective date

Virginia Code §18.2-308.014 displays two versions. The current version runs until July 1, 2027. It recognizes valid out-of-state permits for holders aged 21 or older subject to verification availability, government photo identification and no previous Virginia permit revocation. Carry and display the permit and identification as required.

The version effective July 1, 2027 adds a substantially-similar-qualifications framework and a state-published list. It also includes a Virginia-resident restriction with a military-family exception. Do not apply that future text as today's rule, or assume today's recognition will continue unchanged after that date.

For a trip on or after July 1, 2027, recheck the official published recognition list and applicable text before relying on an out-of-state permit. This article does not predict which issuers will qualify.

A visitor worksheet: three facts, not one state name

Create a note with your home state, the state that issued your permit and your destination. Add your travel dates, permit expiry date and links to the authorities you consulted. This is an organizing method, not an eligibility determination.

For example, a North Carolina resident with an NH nonresident permit visiting Virginia should research Virginia's treatment of that actual permit. Writing only “New Hampshire” in a trip planner loses the distinction between residence and issuer. If that same itinerary includes Pennsylvania, start a separate destination check rather than carrying the Virginia answer across the border.

Our Pennsylvania worked examples show why this distinction matters. The travel research checklist helps keep the questions and source records together.

Recognition is not a complete trip plan

Ask the destination authority about the places and activities on your itinerary, including transport and location restrictions. Recognition of a permit alone does not answer every legal question. Do not treat a booking confirmation, service receipt or a highlighted map as an official determination.

Use the Virginia State Police recognition page together with the dated statute. If the pages appear inconsistent, obtain clarification from the authority rather than choosing whichever wording is more convenient. A lawyer can advise on individual circumstances that a general guide cannot resolve.

When you actually need a Virginia application

The State Police resident instructions route Virginia residents to their county or city circuit court. Its nonresident instructions provide a separate written application route through State Police for applicants aged 21 or older.

Start with the instructions for your residence status. Request the current packet, identify the accepted competency evidence and supporting documents, and confirm payment and submission arrangements with the issuing office. Do not buy training merely because an advertisement says it is accepted somewhere. Ask how the particular course satisfies the current requirement for the route you intend to use.

Keep these records separately:

  • The official application and instructions you used.
  • Any training or competency evidence the issuing authority accepts.
  • Government payment and submission confirmation.
  • Any optional private-service receipt and its terms.

A private-service payment does not establish government submission or approval. The issuing authority decides the application.

Where NH assistance fits

An NH application is a different process. Read our NH document and application guide if that permit fits independently verified destination requirements. You can then review optional NH application assistance; it does not issue a Virginia permit or resolve your Virginia eligibility.

Verification notes — September 30, 2026

The official Virginia statute was read with both effective-date versions visible. State Police application and recognition summaries were available through indexed official pages; direct retrieval of the recognition and nonresident pages returned errors during this review. Follow the official links again before applying or traveling. This is general research guidance, not an individualized legal opinion.
